A little oversight I ran into while porting the online testing workflows
to 23.x/24.x is that the workflows have a "branches" item that points to
"master" so that needed a little tweak.
The GeoPackage and PostGIS online tests have that set as well, so these
don't run for backports.
Do we want to run online tests for backports? most are quick enough, so
I don't see why not...
