This was discussed <https://git.osgeo.org/gitea/osgeo/todo/issues/142> earlier as part of OSGeo budget allocation <https://wiki.osgeo.org/wiki/OSGeo_Budget_2023#OSGeo_Initiatives>.
Before proceeding with fundraising and setting up an osgeo initiative I want to confirm with the GeoTools PMC that this is a good idea and we are okay with doing the work if funding / planning / enthusiasm are in place to complete the activity.
