To John, If you need the new projection in geotools 2.1, you can add the .class file to a jar, along with a META-INF/services/org.geotools.referencing.operation.MathTransformProvider file containing an entry for your projection. The mathtransformfactory should find the projection as long as the new jar is on your classpath.
To test if this is working, you can run org.geotools.referencing.operation.DefaultMathTransformFactory and get a list of provided projections and transformations.
