Hello,
the .shc files are a "Smart Data Compression" format that ESRI has begun
to use. As far as I know, you have to export them to standard shapefiles
w/ ArcGIS desktop before they're accessible to most programs. The mxd
files are ArcMap documents. I'm not aware of the specs for either of
these formats being publically available.

Are you talking about the data that comes with an ArcGIS install as a
bunch of CDs? Usually that stuff comes as Shapefiles which geotools
can handle. There are also "Map Documents" with a .mxd extension but
those are really only configuration files for ArcWhatever, telling it
what data is where and how it should look. Hope that helps.
