This is true that "mvn install" must be executed at least once. The
"gt2-build-configs" dependency
is not yet deployed anywhere, so this is normal that Maven can't download it.
However, running "mvn
install" from maven/build-configs" has the same effect than downloading and
installing the latest
snapshot (except that you compiled it locally). Running "mvn install" from the
root directory while
apply this process to every geotools modules, including "gt2-build-configs".
