It is more that we are trying to keep a list of contributors; so when we 
can license it we know who to collect
paper work from. :-P

Ack - I just hate this stuff. If we do not hear back from OSGeo soon 
(say January?) we should try and take another
measure; we could abuse TOPPs position as a foundation and ask them to 
take (c) of at least the docs
as a temporary measure - if we are stuck forming a small non-profit of 
our own then we have no reason
to continue with OSGeo.
