Hi Make - I saw that you commented on a geotools page. You should try 
the geotools user email list (or jump on IRC freenode #geotools if you 
actually want to grab some help).

Hard question on who is better - our code sometimes dates back to 
original fortran and made in reference to the open source project 
"proj". I have met cases where GeoTools is more accurate. bursa-wolf 
parameters are the numbers that tell you how to go from one coordinate 
reference system to another (if you have exact values you can do the 
work in one transformation with better accuracy; if you do not it may 
take a round trip to lat/long and lose both time and speed, and if it is 
really bad you just won't be able to do the transform).
