Given that no-one among us has answered this, I think nobody ever had to 
import data from a theodolite. So you'll have to implement your data 
parsing routines, trigonometric stuff to compute points, and then build 
gt2 Features you can enter in a shapefile.

If you come up with something reusable and feel like sharing it, we 
would more more than happy to have a look at it :-)
