Hello Andrea,
I actually use the 2.3.x branch for our projects.
I think all applications which use the WFS-Plugin which consumes WFS which
provides
characters which could not be handled with UTF-8 could use this changes I
have done in the patch.

And I would not be authorized to commit there either, I'm not the
mantainer of the WFS data store, and never played with its code base.
Jody, what about this patch?
Btw Tim, which branch are you using (or what applications using
GeoTools need that patch?).

Heh, that's because the Oracle data store is unmaintained, so there is
no-one on the other side of the cable (the old maintainer just disappeared).
I've assigned the patch to me, since I've done some Oracle work lately
anyways.
