Hello Andrea, I actually use the 2.3.x branch for our projects. I think all applications which use the WFS-Plugin which consumes WFS which provides characters which could not be handled with UTF-8 could use this changes I have done in the patch.

Heh, that's because the Oracle data store is unmaintained, so there is no-one on the other side of the cable (the old maintainer just disappeared). I've assigned the patch to me, since I've done some Oracle work lately anyways.
