I've created the issue. As I stated in the issue, we can't get much more
information from the sysadmin so the zip file contains several files (the
issue is related to files starting with "Drought_Areas_*"). I don't know
which one it fails with and I don't know if the error is occuring earlier in
the chain and it just happens to die at the  DbaseFileHeader code.
