Hi Martin,the requested jar is on the refractions maven 2 repository which
seems actually down. (Sometimes, the refractions maven 2 repository is
down.)
Moreover there is also a copy of those artifacts on the OSGeo repo. However
the OSGeo repo wasn't actually selected as the main geotools repo since the
automatic deploying of artifacts on it by the geoserver nightly build
scripts occasionally fail.
I have already proposed to move to the OSGeo repo or some other valuable
repo and I will send a new post to the mailing list about this topic.
As a fast workaround, you can edit your geotools main pom.xml and add the
OSGeo repo to it which is:
http://download.osgeo.org/webdav/geotools
and try again your build.
