I'm no CRS expert - I've been battling with a thorny CRS/projection
related issue.

I have a user requirement to provide a rotated map.  So, the world
data is projected into a screen surface using MapViewport as normal,
but as one last step I need to be able to rotate the projected image.
It would appear that a 'cosmetic' rotation would be sufficient the
CRS/viewport is still doing an accurate projection.

>From my googling, I believe the most effective solution is to produce
a derived CRS that introduces a rotation operation - but I just can't
produce the correct data in the correct object types to drive the API.

The degree of rotation to supply can vary from 0..360.

I'd be most grateful if anybody can supply a snippet to solve this
challenge - or at least provide me with some good trigger-words to
feed into Google.
