Incomplete implementations of line offset have already been rejected, we
are looking for one that does true offset,
not half half (simple reason, you give the partial implementation, walk
away, then users start bombarding us with
bug requests about it not working in half of the cases).
This ticket has a patch that partially works, probably more than the one
you're thinking about, but it was still
not applied because it does not support properly sharp angle changes, self
interescting lines, and rounded corners:

Good news through, we've just (like, 20 minutes ago) landed a contract to
implement the real thing, with curved bends
and self intersection properly supported. Don't have a release date yet.
