And if you want a short term solution our WKTReader will let you parse arcs
(unpacking the control points into a line string).

If you look on geotools-devel there is recent discussion (last few months)
about how arcs could be
supported without having to modify JTS (not because modifying JTS is a bad
idea, but because it
would be way more expensive).
I've used that discussion to provide an estimate to a potential sponsor, but so
far, they have
not expressed an interested to move on with it.
