I have a GIS requirement and am evaluating the tools/sdk options. I request
you to kindly look into my requirements and suggest if we can implement
them using GeoTools. You inputs/feedback would be of great help.

GIS Requirements
The GIS shall be used for display and analysis with Maps. The GIS should be
available as SDK/API’s to enable integration/embedding it into a JAVA based
software application.
GIS Should be cross platform (WINDOWS/LINUX)
GIS Should support the following map formats (S-57 Naval Maps, DGN, DVD,
DTED, and GeoTIFF)
GIS Should have capability to tile maps of various scales like 1:25K,
1:50K, 1:250K, 1:1000K etc
GIS should facilitate Geodetic or MGRS coordinates views. Conversions
across the references should be seamless.
GIS should support 2D/3D views with terrain modeling, Line of Sight, Radio
Line of sight analysis, View Shed, Mission Path simulation.
GIS should support MGRS symbol libraries as well as custom symbols
GIS should support computation of distances and areas in 2D/3D.
GIS should support Dimming/Brightening of raster maps
