PostGIS (PostGres with geographic extensions) works beautifully on Win
servers. I don't know about clusters, but in general is very nice. Also
GeoServer works very well on Win servers. We just finished a geographic
warehouse website built with .NET and OpenLayers to access a
GeoServer/GeoNetwork/PostGIS backend, no real surprises, and am extremely
happy with GeoServer/PostGIS especially. I think Oracle is an unfair
comparison.

I recently re-architected our whole environment and I was pretty much
given free rein on what the new system would be like. We are a Windows
shop and I considered GeoDjango/Postgres (I use them both on FreeBSD at
home) but I felt that I would run into the same issues that I have had
with Oracle. The software simply isn't designed to run on Windows and even
though you can make it work doesn't mean it will work well or be easy to
maintain. Case in point, try to setup Oracle in a MS Cluster, it worked
eventually but it was ugly at best...
