Peter Batty used to give a presentation where this was the central concept -
that OS MasterMap provides a common mapping platform for organizations that
need a very large scale/high resolution dataset, like utilities. In the US,
the USGS data is too coarse or too old so every local utility builds their
own GIS.

I don't know if there was anything formal behind his presentation. You'll
have to ask him. Other than that, I don't know of any specific study
comparing TIGER (or The National Map) to OS.
