I previously implemented (and until early last year, maintained) an
Open311 interface for San Francisco's Open311 system. Users posted
issues and received updates concerning neighborhood problems (potholes,
graffiti, illegal dumping, etc) from the City and it worked well. Though
I'm not involved with it now, there's an active community around Open311.
