I haven't worked my way through all of this thread yet, but I wanted to
let folks on the list know that we (CIESIN) have a test server with WFS
and simple WMS boundaries for the Northeast set up, layers include block
groups, census tracts, counties, and states -- URL's at the end of the
message. The northeast region includes New England plus New York and New
Jersey. The data are based on TIGER 2002 (to match the census data).
There are two versions of the services: standard GML 2.1 via WFS, and
GML3 using the draft Governmental Unit standard, described at:

We're still testing and performance tuning, but hope to have a formal
announcement and stable URL's by the end of the month. We also plan on
adding simple client access and more complete metadata (including
language on use restrictions, which will be few, if any). In the
interim, please let me know of any issues that you have using this
services, or suggestions for additions. We are still working on a plan
(and funding) for expanding these services to include the whole of the
U.S. and the new TIGER files. Funding for the development of this
service was provided by the Cooperative Agreement Program of the U.S.
