A couple years ago I researched this same issue so an intern could build GIS-savvy field data collection tools. The landscape was more complicated then, because Palm was still a viable mobile OS; I don't think that's the case anymore. For that reason we wanted to develop on Java or Flash Lite.
It turned out to be very difficult to get going as a "hacker" with any of these technologies. We were used to downloading stuff and playing with it, but the mobile platforms and business models seem so tightly locked down that everyone wants you to commit to their SDK/development style/deployment environment before event testing the tools (e.g. IBM). To make a long story short, the IBM and Superwaba tools seemed decent, but I think today PocketPC is the only decent mobile platform around, and for rapid application development a mobile .NET SDK make the most sense--and this is coming from a Mac person!
