This is an application for certain Windows Mobile Smartphones that can
read the cellid

It also has a community contributed database of cells (that can be
accessed and contributed to from the handset)
Unfortunately this does not support reading the Timing Advance (TA) for
each cell. This would give a fairly accurate distance from the cell.
There is also a similar commercial offering called TinyGPS

Also in the UK and France Orange have a set of APIs that allow you to
write applications that are location aware, getting information from the
network. Note there is a charge for these services.
