IIRC the problem with the Orange API is that it is good enough to tell
you that there is a cashpoint *near* you, but not detailed enough to
tell you how to *get* to the cashpoint. When I worked at Orange I made
a somewhat half-hearted attempt to get them to make this API available
for free (hey - you can always charge later). however, the telco
mindset is that every single transaction must be monetized.

I guess my concern is, do we have ANY source of LBS functionality
available to most users right now? Can tower data be retrieved from
most Palm and Windows Mobile 5 handsets? If so, are there any other
widespread grassroots/independent projects in action that uses this
data, that we can all contribute to?
This is an application for certain Windows Mobile Smartphones that can
read the cellid
http://celltrack.spv-developers.com/
It also has a community contributed database of cells (that can be
accessed and contributed to from the handset)
Unfortunately this does not support reading the Timing Advance (TA)
for each cell. This would give a fairly accurate distance from the cell.
There is also a similar commercial offering called TinyGPS

Also in the UK and France Orange have a set of APIs that allow you to
write applications that are location aware, getting information from
the network. Note there is a charge for these services.
