I'm told that in some countries you need a license to produce maps, and
that this is a hangover from not wanting East Germany to know where your
railways and switching stations are. It raises questions about the
liability of maps. Surely someone has taken a map maker to court over
bad data somewhere?

I've spent a fair amount of time dealing with copyright-related Ts&Cs of
maps but not paid attention to disclaimers. It's something openstreetmap
needs to think heavily about, but perhaps there is a 'not fit for any
purpose at all' type clause in the CC license we use.
