WorldWind has special permission from Microsoft to do this. If you are
planning to use this as a service (and it's important to you not to
violate the ToS of the provider), then you will need to communicate with
the data provider to obtain permission to use their imagery in this way.

All of the currently available commercial services suffer this limitation.

Free services like the NASA landsat imagery  that was being offered via
NASA do not suffer this limitation, but do not match the current level
of accuracy of these services.
