So, You are looking for some well know and very used data format that is used 
for Triangular Irregular Network. Something that could be called a standard, or 
almost...

I think that you can have TIN is some general-purpose vector format like Shape 
(.SHP) and you can use OGR (ww.gdal.org) to play with that. I guess.

standard format so far. Would be great to integrate one in GDAL/OGR
