If you are willing to do the work, I would recommend just contacting 
NASA and ask them if you could join the project somehow. The reason why 
they went with DirectX was that the dev tools was better so that they 
could get up to speed faster, and now they don't have the time to learn 
OpenGL. I think they have had OpenGL support on the roadmap, but not 
gotten around to it.

I'm quite sure they would welcome an OpenGL version of WorldWind, 
especially since non-DirectX platforms are widespread within the 
scientific community, and so a port could open it for addition of more 
scientific data.
