I found BBBike, http://bbbike.sourceforge.net/, which would be a great place to start if I spoke German. I noticed that bicycling.511.org in the SF Bay Area currently just supplies navigable bike maps, and has a note that they might supply turn-by-turn directions in the future. I discovered Tiger, and came to the same conclusion as had been discussed a few months ago on this list, that it wasn't really a working solution for open source routing. The PGDijkstra routing engine mentioned is interesting. And the pgRouting that is based on it.
