I think more and more riders - especially offroaders - use GPS
nowadays.
Uploading tracks to a site could help.
In Germany, many biycle associations have already (paper based)
maps. Also may tourist agencies are interested in this. Look for
partners who'd be interested and could support a community driven
effort.
As I've mentioned previously if someone can point me at the best
place for non-techy or semi-techy people to start I'll publicise it
on http://singletrackworld.com - which is currently Europe's busiest
mountain biking site. I'm webmaster for the site so I can link to OSM
in any way that seems appropriate.
