I really need to find a source for topographic maps for some localities.
I could download some vector contours from INEGI but would like to find
a source for raster images to start.

INEGI looks after some geographic layers and has useful links to
organizations that are responsible for others:

        Perhaps I need to understand how the sytem of data is managed
