Sounds interesting and economically viable. However, think of the
carbon footprint - shouldn't we be doing it on bicycles? Maybe penny
farthings to get the height? ;)
The viewer is the last problem, you're just panning an image in the
simplest case.

I recall seeing that someone had decompiled the Google flash viewer
- it's quite trivial to put together a viewer and may well complement
something like openlayers.
Two other points 1. taking a lead in developing some sort of open
standard api for this might be useful, unless google are planning to
submit theirs to the ogc.
2. Secondly, and perhaps more importantly, is the privacy issue where
legislation here is much stronger than in the US. eg the data
protection act in the uk (and equivalent harmonised laws in the EU)
"covers any information that relates to living individuals which is
held on computer. For example, this may include information such as
name, address, date of birth and opinions about the individual or
**any other information from which the individual can be
identified.** As CCTV is covered I think this is potentially a
fundamental blocking point for implementation of street view in the
uk, although IANAL.
