Raj,

I think the issue is how to accumulate and translate all the mapping
schemes.  The other issue is what format to use - do we pick the ESRI format
or use MapInfo's.   There are a lot of questions to sort out in figuring how
to start.

I would be interested in working with a group of people who want to start
down this trail?

If you are interested, let me know or Raj.  It would be helpful if their was
a professor or graduate teaching assistant in a EIS/Geo department of a
university who would be willing to contribute the knowledge to get us moving
down the right path.

Looks like for Seattle you can get neighborhoods from the library:

In my 10+ years in the urban planning field, I've never come across a  
national database of neighborhoods. Yes, in some towns neighborhoods  
coincide with wards or census boundaries, but not always.

I'd be very interested in helping out in an effort to develop an open  
neighborhood database repository if I had some help.
