With respect to pricing, I bought a Garmin etrex yellow 5+ years ago for
under $100 USD, and an etrex summit (adds a digital compass and altimeter)
for not much more a few years later - you should be able to find a variety
of recreational-grade units for under $100 USD - I even saw a basic Magellan
explorist recently for under $100 USD.  If you don't have local stores
carrying them, you can probably get a unit by mail order - While there are
export restrictions in place for US sales of GPS, I'm fairly certain that
Malaysia is not on that embargoed country list.  You may also want to check
with some local land surveyors or other professionals who may have similar
needs with respect to local dealers and vendors.   There are also "mouse"
type GPS units - which do not have an integrated display, but instead which
instead hook to a laptop or PDA either by USB cable or Bluetooth - these can
be found for $40-50 USD or less.

The basic GPS that I am looking for should provide long/lat with WGS84
datum.Consumer grade about 30meter accuracy is good enough.

I don't want to have additional functionalities.No GIS mapping required.

attempting to interpret your question, by 'XY coordinates', do you just mean
basic geodetic longitude and latitude - or do you need it to provide x/y or
easting/northing coordinates on a national or regional grid?  Do you need
sub-meter or survey grade equipment, or just a basic consumer grade unit?  

 

Is there any other potential long-term value to your department which could
be served by having additional functionalities, such as GIS mapping?
