My naive reading of the terms linked to the document:
"Permission to use, copy, and distribute the contents of this
document, or the OGC document from which this statement is linked, in
any medium for any purpose and without fee or royalty is hereby
granted, provided that you include the following on ALL copies of the
document, or portions thereof, that you use:
1. Include a link or URL to the original OGC document.
2. The pre-existing copyright notice of the original author, or if
it doesn't exist, a notice of the form: "Copyright © <date-of-
document> Open Geospatial Consortium, Inc. All Rights Reserved. http://www.opengeospatial.org/ogc/document
(Hypertext is preferred, but a textual representation is permitted.)

is that you can distribute the document or parts or terms freely, just
including the two URL's cited above when you do. No viral click-
through seems indicated.
In the case of this email, the the two links are the same, since I'm
quoting something from http://www.opengeospatial.org/ogc/document.
I also don't see what someone from Google can't redistribute the spec
document as well, except that they may as a policy want to mark the
change in status of KML by suggesting it's better fetched from the OGC
site.
I agree that clicking through a license to get a document which then
can be distributed with only a notice, is annoying.

But not identical. Nor does it allow for something as basic as
sharing (part of) the specification with someone else without any
ado (i.e. we could not easily discuss the license itself on this
mailing list by posting & annotating it section by section).
