A good source is the Environment Encyclopedia and Directory, which lists
ENGOs per country in 1994, 1997, 2001, and 2005 editions.  The country
coverage is rather thin in the early years, but has been expanded to almost
full country coverage by 2005.  Each listing comes with contact information
and brief discussion of the ENGO's activities.
