As I think about it, more possibilities will come to mind. But here are some: 
Wendy Wolford in geography at UNC just moved to Cornell in a program in 
development, and she would be an excellent person to study with and Cornell a 
good place--Wendy happens to come from Dartmouth, too, and then to Berkeley for 
the Ph.D. Berkeley would also be a good place to consider, with Michael Watt, 
Nancy Peluso, and others.

As I said, I will think of others if they do not come to you first from the 
list.

Hi Folks,

Hope you're all having a great summer. I'm writing on behalf of a young woman 
who has a BA in anthropology, an MA in Liberal Studies, and wants to find a PhD 
program that will allow her to research the impacts of international agreements 
on local peoples. She's not sure if she wants to go into academia or 
policy/NGOs, but it seems that both require a PhD these days. Any suggestions 
of programs or people she should check out?
