The MF Secretariat itself has produced documents on it's application process. The MP MOP has down, or had consultants do, numerous reviews of the fund. It's funding is negotiated every 3 years and the primary documents from the relevant sessions of the MP COP are available from the ozone sec site and/or the MF site. Other negotiating forums ( eg those that created the Stockholm convention) comissioned papers on the pros and cons of different funding options. I urge you to look at all these primary sources, and to talk to government and io officials that work with the MF, before worrying about what is is the secondary literature.
