The MF Secretariat itself has produced documents on it's application process.
The MP MOP has down, or had consultants do, numerous reviews of the fund. It's
funding is negotiated every 3 years and the primary documents from the relevant
sessions of the MP COP are available from the ozone sec site and/or the MF
site. Other negotiating forums ( eg those that created the Stockholm
convention) comissioned papers on the pros and cons of different funding
options. I urge you to look at all these primary sources, and to talk to
government and io officials that work with the MF, before worrying about what
is is the secondary literature.

Dear colleagues,

The Multilateral Fund for the Implementation of the Montreal Protocol is often
mentioned as innovative financing tool that could potentially serve as a
blueprint for other areas in development, i.e. global health.

There is a lot of general information about how the Fund works and many offical
documents such as statutes are available. But it's hard to find any studies or
papers that discuss how the application process and financing cycles work in
practice.

Does anyone on the list has by chance written or come across any papers that
discuss these issues?

Many thanks in advance,

Sabine
