Dear colleagues, The Multilateral Fund for the Implementation of the Montreal Protocol is often mentioned as innovative financing tool that could potentially serve as a blueprint for other areas in development, i.e. global health. There is a lot of general information about how the Fund works and many offical documents such as statutes are available. But it's hard to find any studies or papers that discuss how the application process and financing cycles work in practice. Does anyone on the list has by chance written or come across any papers that discuss these issues?
