We are putting together a panel proposal for next year’s ISA annual convention 
on the international diffusion of cleaner technologies, a topic that is linked 
to the broader conference theme this year on the politics of international 
diffusion. A short description of the panel concept is below. If you plan to 
attend the conference and would like to present a paper as part of this panel 
please send a title and abstract (max 200 words) to us by Monday May 28 (or 
sooner if possible!) If you are interested in serving as a discussant for this 
panel please send a short description of your experience related to this topic.

The International Diffusion of Cleaner Technologies

Panel proposal for ISA Annual Convention, April 3-6, 2013, San Francisco, CA

This panel explores the global diffusion of energy and environmental 
technologies, with particular focus on the barriers and incentives to the 
cross-border transfer of cleaner technologies. Barriers and incentives that 
emerge in the literature include costs, access to finance, weak or ineffective 
policy, fear of IP infringement, poor access to IP, business practices, and 
others. Case studies from different regions and countries will be presented so 
as to provide a comparative perspective on the topic.  The role of local, 
national, and international policy in motivating cross-border transfers will be 
examined in detail since policy is known to be critical to shaping the type and 
patterns of the transfer of more environmental technologies.  Papers will 
explore what is known about the international diffusion of cleaner 
technologies, drawing upon scholarship on innovation, and specifically 
technology transfer, as well as what barriers and incentives are special or 
even unique to cleaner technologies as compared with technology transfer in 
other sectors.
