In recent years, many climate experts, including James Hanson, have argued
that the vast majority of fossil fuel reserves must remain in the ground if
we are to avoid passing critical climatic thresholds, and that the most
effective way to achieve this by pricing carbon through a "fee-and-dividend"
strategy. Under this approach, carbon would be taxed at various points of
entry in the national economy, with the fee return direct to consumers in
relation to their carbon consumption. 


The latest issue of The Journal of Environmental Studies and Sciences, a
publication of the Association of Environmental Studies and Science (AESS),
includes two essays discussing the judiciousness of a carbon pricing
approach vs. prescriptive regulation of greenhouse gas emissions. AESS will
feature two of the contributors to these essays in this publicly available

Dallas Burtraw, Darius Gaskins Senior Fellow and Associate Director, Center
for Climate and Electricity Policy at Resources for the Future will outline
the case for carbon pricing as the most efficient and effective mechanism
for reducing greenhouse gas emissions. Moreover, his presentation will
discuss the important issue of who should receive revenue from a cap-and-fee
scheme based on divergent views of the atmospheric commons.

 

John "Skip" Laitner, a Visiting Fellow at the American Council for an
Energy-Efficient Economy, and President-Elect of AESS, will make the case
for non-price based programs to address climate change. Dr. Laitner will
contend that a focused commitment to energy efficiency and government
investment and intervention to establish efficiency and behavioral feedbacks
will yield more options and benefits to the U.S. economy.
