Here is the abstract: Panel Proposal - ISA 2015 North/South Relations in Climate Negotiations: Old Refrains or New Strains? Abstract The regime complex for climate change is increasingly dense. Numerous overlapping and parallel institutions have been set up to address climate change across a wide range of scales and by a diverse array of actors. At the same time, the climate change negotiations under the auspices of the United Nations has also seen a proliferation of new actors claiming stake, sometimes in the form of new coalitions amongst existing state actors as well. How have these distinct yet interrelated phenomenon affected the traditionally contentious North-South climate change relations? This panel examines three particular dimensions of the evolving North/South relationship amidst fragmentation in the climate change. First, how have equity/efficiency concerns been balanced (if indeed they have)? Second, does the entry of new actors with distinct framings of the climate problem reflect or affect North/South relations? Finally, has the institutional fragmentation, new coalitions, and entry of new actors allowed for sufficient fluidity in the negotiations to avoid stalemate outcomes?
