As far as I know, the closest thing to a comprehensive inventory of national 
climate policies would be the national reports filed with the UNFCCC, 
particularly national communications: 
http://unfccc.int/national_reports/items/1408.php

As far as the positioning of countries, I honestly doubt there can be anything 
reliable out there.

I look for two sources of information regarding climate policy

1. Positioning of countries in international negotiations on climate change

2. Inventory of *national* climate policies.

Ideally, the datasets or source collection covers the period 1990 - today, 
worldwide, yet any shorter time span or concentration on key countries would 
also be appreciated.

If you could point me to sources or colleagues who have already collected such 
information, I appreciate your direct email to me, and I will post a summary to 
the list.
