Hope you'll forgive one more call for proposals for ISA 2017. We've got 2
papers on areas beyond national jurisdiction, one on mining, the other on
biodiversity. We're looking for 3 more to fill out the panel. As you can
see from the preliminary abstract below, we're open to a number of
perspectives, including a focus on polar regions. We're aiming for
ESS/conference theme. If interested, please send me an abstract.

Economic growth, increasing demand for resources, and technological
advances are increasing pressures on areas outside of national jurisdiction
(ABNJs), such as the high seas, “the Area” and Antarctica. For instance,
the number of requests for permits to mine in “the Area”—the seabed beyond
national jurisdiction—have shot up in recent years as the practice seems
not only technologically but also economically feasible given high prices
for rare earths and other minerals. Bioprospectors are also looking to the
extraordinary creatures of the deep for new chemical compounds and other
materials. These new industries are compounding pressures on marine
wildlife from commercial fishing, climate change, and shipping. Polar
regions are also facing greater political contestation as melting ice
increases access The international community has taken several new steps to
improve governance of ABNJs, including placing biological diversity in
areas beyond national jurisdiction on the agenda as an amendment to the UN
Law of the Sea. This panel covers the global drivers of change in the deep
oceans, how old regimes like the International Seabed Authority are coping
with that change, and potential new regimes for areas beyond national
jurisdiction.
