The new article appeared this year in the journal Environmental Innovations and 
Societal Transitions:
Volkmar Lauber and Staffan Jacobsson (2016) The politics and economics of 
constructing, contesting and restricting socio-political space for renewables – 
the German Renewable Energy Act
It covers the period from 1990 to 2015 and thus the shift - since 2009 - to 
bringing down renewable energy deployment - quite a reversal.
