Dear all, I have been looking for previous years' annual programs (operational plans and strategic plans) for the Commission for Environmental Cooperation of North America (the CEC). Luckily I found many of them online (see http://www.cec.org/our-work/operational-plans and http://www.cec.org/our-work/strategic-plans though there's a clear gap around the 1994-1998 period. This precludes a lot of research on what was relevant for the CEC around that time (very frustrating).
Does anybody know of a repository for strategic plans and annual programs for other international environmental agencies? It seems to me as though if one wanted to trace shifts in policy priorities through time, one would need to analyze these documents. I am only referring now to the CEC since North American environmental politics is my beat, but I'm keen to know if somebody knows of any other repository for these documents. This query is especially directed to those of you/us who study international environmental secretariats.
