FYI, for those of you that are following negotiations for a regime to protect
biodiversity in high seas areas under UNCLOS, please see the excellent summary
of the status of negotiations by Cymie Payne at Rutgers. wil

Subject: [Envlawprofessors - UOregon] Promise for a new high seas biodiversity
treaty

This Fall, the UN General Assembly will be asked to begin negotiations on a new
treaty implementing the Law of the Sea Convention (but open to states like the
US that haven't become parties to UNCLOS) that will have the aim of
conservation and sustainable use of biodiversity in the high seas. ASIL
Insights just published my overview of the preparatory committee meetings
leading up to the General Assembly resolution and the content of the
negotiating mandate that you might find useful if you'd like to cover this in
class. It's at:
https://www.asil.org/insights/volume/21/issue/9/biodiversity-high-seas-areas-integrated-legal-approach

All the best,
Cymie
