Dear colleagues,

our policy brief builds on discussions between practitioners and researchers held during a workshop on “Compensating for Climate Change Impacts?” in early 2017, hosted by the Konrad-Adenauer-Foundation/RECAP and PIK - Potsdam Institute for Climate Impact Research.  It delineates central compensation as well as Loss & Damage-related questions to be addressed by research and public policy.

Key themes are: methodologies for impact measurement and attribution, definition of liability and judicial responses, forms and institutional set-up of financial instruments, as well as political considerations related to compensation disbursements. Overall, the brief is meant to stimulate discussions on the issue of Compensation as well as Loss and Damage and to encourage reflections on design options for tools to address adverse impacts of climate change.
