Dear Colleagues,

I am pleased to share with you our updated analysis of state engagement with
the most recent reporting requirements under the United Nations Framework
Convention on Climate Change (UNFCCC):
https://www.fiia.fi/en/publication/transparency-in-multilateral-climate-governance

Our Transparency Adherence Indices aim at rendering visible and comparable the
performance of Parties in terms of participation in and compliance with UNFCCC
reporting requirements.

Our results reveal wide variations in adherence to mandatory reporting
requirements and no clear general pattern of improvement since 2014. Our
Indices help to illustrate trends and highlight knowledge gaps around the
observed adherence patterns. This is timely since the 2015 Paris Agreement
calls for an ‘enhanced transparency framework’ to be implemented by 2024 that
builds on existing UNFCCC transparency systems.

Our updated analysis builds on an article published last year in Climate Policy:
Weikmans, R., & Gupta, A. (2021). Assessing state compliance with multilateral
climate transparency requirements: ‘Transparency Adherence Indices’ and their
research and policy implications. Climate Policy, 21(5), 635-651, DOI:

Do not hesitate to get back to me for any further information.

Best wishes,
Romain
