Yes, but be careful! Don't tear it off, or the pup might bleed to dead. You
can cut it with your nails, if they are long enough. Cut through the cord,
maybe you can use a nailclipper, if it doesn't work with your nails.
It might be that the pup is not OK, though, that might be the reason for
the mother not to take care for her. But it might also be that the mother
is too tired.

Sounds OK to me, but be aware that the gerbils could mate through mesh
wire! :-)
This is known in mice.

I'm not sure what pictures to look at. Could they be just black, but
molding. They often look partly greyish at that point.
