Unfortunately from what I have seen it normally takes years to fix problems
like this, mainly since by the time anyone comes by to inspect the animals
are usually gone. The biggest offenders in the Seattle area are Petco and
Petsmart where people from PAWS and Humane society are there every week
adopting out animals and I have never seen any negative action taken against
either.
