The description sounds very like a Dark Eyed White. When very young they
look pure white with dark eyes. As they grow the very small dark tips to
the fur become more obvious and they eventually have a slight "sooty"
covering over the white coat. The tail darkens much more but can still
be very light - tends to look like a lighter version of a LCP Grey
Agouti tail.

There are various genetic combinations that can cause this but they are
based round c[b]c[-]ee. A-C[b]c[h]eeggP- will produce a very light
animal. The addition of spotting can make it even lighter.
